OTTAWA, March 23, 2020 – Today in his daily address, Prime Minister Justin Trudeau said nothing is off the table in terms of curbing civil liberties, including provisions under the Emergency Measures Act and the Quarantine Act. One of the key elements of the Emergencies Act is that it overrides the provinces. That's why he has been watching closely as provinces have invoked their own Emergencies Acts. He added that he will be speaking to the Premiers tonight about measures that can be taken.
