Neil brings 15 years of public sector and 10 years of private sector experience to Bluesky.  His work within the federal government spans the Procurement, International Trade, Public Safety, Industry and Treasury Board portfolios.  He was Chief of Staff to both the Treasury Board President and the Minister of International Trade, and Director of Policy in both the Procurement and Industry portfolios.  Most recently, he provided advice directly to the Chair and CEO of the Ontario Energy Board on policy, communications and government relations. 

 

Neil can provide clients with advice on government relations, strategic communications and issues management.  He has an in depth knowledge of the budget approval process and moved over 2,000 submissions through the Treasury Board process.  As well, he can provide value-added advice on public procurement file to clients who want to do business with the government. 

 

His work on four national election campaigns, 10 years in a variety of high-profile federal Ministers’ offices and in the provincial regulated energy sector has allowed him to zero in on the messages that need to be communicated to relevant stakeholders.  His ability to bring complicated ideas or issues to a broad audience is one of his greatest strengths. 

 

Some of Neil’s achievements while working in Ottawa are being part of the biggest defence procurement in two decades, working with the entirety of the federal Ministry on the plan for eliminating deficit as part of Budget 2012 and carrying that work though to Budget 2015, initiating the unlocking of government data under the Open Government Initiative, bringing in consumer cyber protections, and getting legislation on child protection through the House of Commons. 

 

Neil has a Bachelor of Commerce from Ryerson University and in his spare time he enjoys cycling and playing guitar, badly.
