Lt. General (ret’d) the Honourable Andrew Leslie PC, CMM, MSC, MSM, CD, MA

Born into a multi-generational military and public service family, Andrew has been a soldier, business leader, federal parliamentarian and board director with corporate, charitable and government organizations. He has extensive education and practical experience in leadership, governance, strategy, and both risk and crisis management.

Andrew is a decorated veteran whose 35-year career with the Canadian Armed Forces includes international peacekeeping and combat tours with both the UN and NATO, as well as helping Canadians at home with floods, forest fires and the 1998 ice storm. For four years during the most recent Afghan War, he was responsible for the leadership of 57,000 people, training, infrastructure, a very large budget, and related equipment programs. Andrew’s time in the Forces culminated as the Commander/CEO of the Canadian Army and a final year in uniform as Chief of Transformation.

Following his military career, Andrew then joined a large corporation as senior Vice President, working on network operations and cybersecurity with US and Canadian clients. He was subsequently involved in various cyber companies as a board director and mentor, as a consultant with larger companies focusing on corporate strategy and governance; and finally, sitting on several charitable boards supporting veterans and the arts.

In 2015, Andrew was elected as the Member of Parliament for Orleans, and within the Trudeau government was Chief Government Whip and a member of the Privy Council of Canada, attending the Results and Risk Management

Cabinet Committee. In 2017, the Prime Minister had him focus on Canada-US relations where he helped with NAFTA and the American relationship, attending relevant cabinet committees on national and international trade. Andrew has spent considerable time in the US and across Canada interacting with business leaders and elected officials at federal and state levels and has extensive knowledge of Canada’s place in the world, international trade, Canada-US relations and cybersecurity.

A graduate of numerous military courses on leadership, governance, weapons, ethics, strategy, tactics, complex equipment acquisition and risk management, his education includes the University of Ottawa (Economics), the Royal Military College (MA/Strategic Studies), as well as executive courses at the Harvard Business School and the Canadian Forces Colleges.
